National Electrical Code, 1999 edition.

a.In addition to the provisions of the National Electrical Code, an outside master disconnect shall be required for each building or service. In addition, each individual units thereof shall have a separate outside disconnect.

Exception: A "Shunt Device" may be installed instead of the outside master disconnect provided the shunt device is located "back to back" to the main electrical service panel. This provision is to insure that there are no energized (hot) wires within the building, which may cause a hazard to emergency personnel.
